Texas district attorney, wife found dead after prosecutor killed

DALLAS (Reuters) - A Texas district attorney and his wife were shot dead in the same county where an assistant prosecutor was gunned down outside a courthouse in January, the sheriff of Kaufman County, said on Sunday.

Security has been tightened for other officials after the shooting deaths of Kaufman County Criminal District Attorney Mike McLelland and his wife, Cynthia, Sheriff David Byrnes said.

Byrnes said it was not clear if there was a link between the shootings and the January slaying of Kaufman County Assistant District Attorney Mark Hasse. Hasse was shot and killed as he walked from his car to the county courthouse.

"It's unnerving to the law enforcement community, it's unnerving to the community at large," Byrnes told a news conference. "And that's why we're striving to assure the community that we are still providing public safety and will be able to do that."

Byrne's office reported the shooting deaths late on Saturday. The Dallas Morning News, citing unnamed sources, said McLelland and his wife were found shot at their home.

The sheriff said there would be "increased security at the courthouse tomorrow, visible security." He declined to elaborate.

Numerous state and federal officials, including the FBI and the Texas Rangers, are involved in the investigation, Bryrne said. He added that it was too early to discuss whether there were any suspects.

McLelland, a 23-year U.S. Army veteran who served in Operation Desert Storm, had five children including a son who is an officer with the Dallas police department, according to a biography on the county website.

Authorities have made no arrests in Hasse's killing. McLelland had vowed to bring his killer to justice.

Hasse was shot to death the same day the U.S. Department of Justice released a statement saying the Kaufman County District Attorney's Office was involved in a racketeering case against the Aryan Brotherhood white supremacist group.

Earlier this month, the Hasse slaying case took a new turn when the Kaufman police chief said the FBI was looking for any link between Hasse's death and the March 19 shooting death of Colorado prisons chief Tom Clements.

Evan Spencer Ebel, 28, a Colorado prison parolee suspected of killing Clements, died in a shootout with police in Decatur, Texas, on March 21. Ebel was a member of a white supremacist prison gang called the 211 Crew and had a swastika tattoo, prison records indicate.

Kaufman County is east of the metropolitan Dallas-Fort Worth area.

Algeria's southern unemployed demand oil jobs

ALGIERS, Algeria (AP) ? Protests by the unemployed in southern Algeria are raising the specter of rising unrest in the country's sensitive oil regions, and are increasingly attracting the attention of al-Qaida.

Algeria's vast, sparsely populated Sahara only holds 10 percent of the country's population but it is home to this North African country's enormous oil and gas reserves ? the basis of the entire economy and the source of the government's power. Those who live there claim they aren't benefiting from that wealth, and can't get jobs with the oil companies.

Now al-Qaida has praised the protesters, raising the possibility that it is seeking support among the disaffected groups. The government is rushing to address the protesters' demands, but hasn't yet convinced them that it's serious.

Some 10,000 people ? an enormous number for the lightly populated region ?demonstrated on March 14 in Algeria's southern oil city of Ouargla, and thousands more later protested in another southern oil town, Laghouat.

"We want access to jobs in the oil companies, and not just the low-value ones like drivers and security guards; we want to be in the administration," Tahar Belabes, the head of the National Committee for Defense of the Rights of the Unemployed, which organized the demonstration, said by telephone from Ouargla.

"We just want the same employment possibilities. It's not normal that we live in the region where the oil and gas is located but don't benefit from it."

While youth unemployment is widespread in Algeria, and the rest of North Africa, the southerners say they are particularly discriminated against. There is also a widespread distrust of government officials, who are believed corrupt and skimming off the country's vast oil receipts.

Prime Minister Abdelmalek Sellal acknowledged on March 16 that the demonstrators' demands are legitimate and the government hurriedly announced a string of measures to address the perceived geographical bias in oil jobs. Oil companies will be obliged to give priority to job candidates from the south and recruitment must occur through registered employment agencies. The government announced that job-training centers would be set up to ready candidates for jobs with oil companies and hotels.

The demonstrations, however, have not stopped, and on Monday hundreds protested in the desert towns of Ghardaia and Oued Souf.

"The demonstrations are continuing because the young unemployed don't believe in official promises and they don't trust the local government representatives or their parliamentarians ? they want to negotiate directly with the government," said Kamal Zaidi, a member of an unemployed group in Laghouat and a human rights activist.

Most worrying for the government is that, on Friday, Al-Qaida's North African branch expressed solidarity with the demonstrations, slamming what they say is the corrupt use of the country's resources.

"The events of the south and the call of the people to protest in the streets is the natural response to the policy of marginalization and nepotism used by the corrupt Algerian regime," said the message posted on extremist websites.

Al-Qaida's signature tactic around the world has been to find marginalized groups in remote areas and espouse their cause, much the way they did with the disenfranchised Tuareg tribesmen in northern Mali, setting up a foothold that later became a de facto state before they were routed by the French in February.

In January, an al-Qaida-linked group for the first time attacked one of the country's remote desert gas plants.

While the leaders of Al-Qaida's Algerian branch are predominantly from the populous north, the leader of the attack on the Ain Amenas gas complex in January that left 37 hostages dead was a southerner ? Lamine Bencheneb, part of the radical Sons of Sahara armed Islamic group.

In the attack, the multinational team of militants appeared to know the complex inside and out, sparking reports that they may have had allies among the site's local drivers who had gone on strike over low pay just weeks earlier.

Geoff Porter, a veteran Algeria analyst with the North Africa Risk Consulting firm said the "unevenness" of past government investment programs have left a legacy of distrust in the south ? a region that also lacks the educational opportunities to produce the necessary skills for oil sector jobs.

Part of the problem, he added, is that the hydrocarbon industries don't require very much employment and there is little else going in these remote communities after the desert tourism industry dried up.

In attempt to curb the recent demonstrations, the government sent local parliamentarians, mostly from the ruling party, back to their towns in the south to hold meetings, but most of these were boycotted by the committees of the unemployed.

"The Algerian state has always had a policy of national investment and a great deal of money has been invested in the south, just like the other regions," said Mohammed Dhimi, one of the members of parliament from the south. "Perhaps the investments were not well thought-out or misdirected or didn't respond to the agricultural and industrial needs of the people."

"The protesters may sense that they have built up some momentum and that they are going to continue their protests until they see meaningful steps taken to deliver on the prime minister's promises," he said.

Belabes, the head of the unemployment committee, promised a new round of demonstrations in the coming days.

Pigbag: Year Of The Pigbag - album review

Pigbag: Year Of The Pigbag (Sugar Shack Records)
    CD/DL
    Out Now

    7/10

Thirty years after going their separate ways, Pigbag are back with a new album. Our man Paul Scott-Bates gives us his thoughts below.

Pigbag?s Got A Brand New Album!

This was very intriguing. Makers of one of the finest dance singles of the eighties (and one guaranteed to get everyone on their feet at the time) have reformed with founding members Chris Lee, Ollie Moore and Kofi Adu and bombed back to the studio to record nine new tracks in the shape of ?Year Of The Pigbag?. The title is as adventurous as the sound of their debut single, but, we all know what happened to that.

Since those heady days of dancing like there?s no tomorrow, members of Pigbag have been playing with the likes of The Pogues, Neneh Cherry and the mighty Abyssisians, and, it would appear from the tracks on the new album, maturing a bit.

With track titles like ?Cuban Rice (Is Very Nice)? and ?Jumpers For Goalposts?, their sense of humour clearly hasn?t deserted them and neither has their ability to crack out a good tune. The former opens the album with a dubbed horn and launches straight into, as the title would suggest, a Cuban beat with cool funky guitar and tinkling keyboards.

The sound quality of the recording is striking, crystal clear and the eight-piece could almost be sat over your shoulder, the hook is compulsive listening and the baritone saxophone is delightful. At over nine minutes long, it?s a quite brilliant start to the album.

    ?

The melody hooks on the album are probably as you?d imagine ? rousing horn sections playing tunes that become unforgettable ? ?Disco Mama? being no exception with its ?70s wah-wah guitar and bass reminiscent of ?Car Wash? or ?Shaft?. There are hints of The Apples? ?Fly On It? album from last year with the groovy horns brought right up to date in a modern day, almost clinical sounding, style.

Where the album goes slightly of the rails, is where Pigbag have obviously matured. Some of the tracks are far too long and become slightly pretentious. From the opening of ?Out Of Chaos? is an almost avant garde, freestyle sort of format. It?s not unlistenable, but, is very film soundtrack based, (and more forgettable), sounding more like a jazz jam session than a structured track. A case of too much too, with a couple of minutes that could have been quite easily shaved off. It?s s shame, and a lively horn section at the end is most welcome.

?Beluga? for me is just filler. It experiments and doesn?t really have any cohesiveness. It doesn?t really go anyway and could really have been left off the album.

What happens next though is marvellous, ?Jumpers For Goalposts? is a monster of a track, superb hook and great feel and possibly the natural progression from ?Papa?s Got A Brand New Pigbag? for us 40-something year olds. Bootsy Collins would be proud of recording ?Brains?, and the Black President himself, Fela Kuti, would be more than happy to have ?Afrodite On The Horizontal? to his name with the funkiest of funky basslines going on.

In summary, some diamonds and some dirt. When Pigbag fail to deliver, they barely glisten in the sun, but, when they shine, they shine brightly, and really come up with the goods. The year of the Pigbag? Possibly.

The Jersey City Independent? Lead Story News ? Newport and ...

Hudson Mall, seen here hours before being flooded by the Hackensack River during Hurricane Sandy on Oct. 29, 2012.

It?s been almost five months since Hurricane Sandy ravaged the East Coast and some businesses are still rebuilding or just getting back on their feet. Some of the hardest hit areas were the low-lying areas closest to the rivers flanking Jersey City, the Hudson and the Hackensack.

Both of Jersey City?s malls, Newport Centre and Hudson Mall, are located near the Hudson and Hackensack respectively, and several businesses near each sustained significant damage after the storm.

As tides rose during the hurricane on Oct. 29, waters from the Hackensack that devastated areas like Society Hill and Country Village (small communities near the Greenville and West Side neighborhoods) also flooded Hudson Mall, located at 701 Route 440 (seen at right).

While water damage and power outages crippled the mall for weeks, most stores were able to reopen between Nov. 16 and 20. Some stores, however, like family shoe retailer The Shoe Dept., suffered severe water damage and had to completely renovate. New carpet, shelving and counters had to be installed at the store before it reopened in late November on Black Friday, Nov. 23, a day commonly called the biggest shopping day of the holiday season and often, of the year.

Other stores had it worse. Bath and Body Works, for example, was gutted after the storm and remained closed for over four months, reopening only two weeks ago. Kid City, a discount children?s clothing store not attached to the indoor mall but located within the complex, only reopened last Thursday on March 21.

This hasn?t stopped Hudson Mall?s plans for improvement, though. Hudson Mall Cinemas, which completed renovations just before Sandy struck, rebounded quickly and has been open, regularly screening movies since the mall reopened in November.

Some new tenants are also slated to come to Hudson Mall, including Retro Fitness, a 14,200-square-foot health and fitness club with a wide variety of health equipment and services including treadmills, stationary bicycles, elliptical machines, weight lifting equipment, professional personal training, and a juice bar. While the gym won?t open until May, a kiosk near the mall?s front entrance allows visitors to sign up for memberships in advance.

    Skylark on the Hudson

Also opening this fall is 30,600-square-foot discount retailer Big Lots, which will be located in Staples? old location outside the main mall, near Marshall?s. (Staples is now attached to the rest of the mall, but has its own entrance.) Big Lots offers seasonal products, health and beauty items, furniture, housewares, toys, electronics and more at reduced prices.

?We are making good progress on Hudson Mall?s repairs, following the damage from Hurricane Sandy,? says mall manager Steve Trivedi, adding that other retailers like Asian Market and new restaurant Asian Fusion will also be coming to Hudson Mall.

On the other side of town, the hardest hit areas were outside Newport Centre by the Hudson River Waterfront. For example, the Newport Veterinary Center, which suffered flooding from the Hudson River, reopened only two months ago.

Skylark on the Hudson?a ?fine diner? (seen at left) owned by restauranteur Constantine Katsifis, who opened the original Skylark Fine Diner and Lounge in Edison with Chef Craig Shelton in 2006?reopened in mid-January after suffering about a reported $200,000 in damages.

Katsifis, who opened the restaurant last summer, originally invested $2 million in his concept restaurant which aims to merge high-quality dining and classic Jersey diner eats. His dream was nearly washed away by the hurricane.

?We came back 24 hours after the storm and it looked, as you can imagine, like a river ran through it,? he says. ?We were insured for some things, but not flood insurance. Altogether we had about $100,000 in unrecoverable losses and spent about $200,000 on repairs.? (The post-repair interior can be seen, bottom right.)

Both the biggest challenge and the biggest blessing about the storm was a chance to restart, he adds. After a long search for a chef who could latch on to Katsifis?s concept, Skylark now has a new chef, Darryl Harmon, and several new staff members in addition to about half of their old crew. (Many of the original workers, Katsifis says, moved on to other jobs while the diner was closed.)

Inside the newly rebuilt Skylark on the Hudson

There are some menu changes, too. ?We?re reintroducing high-quality comfort food instead of just well-executed steak and seafood entrees,? says Katsifis, noting that two of their best-sellers are tomato soup and roast chicken, as simple as it gets. ?We want to present our dishes very traditionally and let the ingredients speak for themselves.?

Other goals include more daily specials; incorporating more fresh, local ingredients; and getting back their customers base. Overall, Katsifis is trying to move forward. ?I try not to dwell too much on things I can?t control, like the weather. Look, you have to make the best of what you?re dealt with. We?re doing our best to recover strongly and be better than ever.?

The mall, Newport Centre, located at 33 Mall Drive W, itself was not majorly impacted by the hurricane. It reopened on Nov. 1, the same week of the storm, and was one of the major safe, warm places where families left homeless or powerless by the storm could charge their electronic devices, get food and shop for critical items.

Since the storm, Newport Centre has seen a period of growth and change-including several new stores.

New additions include footwear retailer Call it Spring on the first floor in the JC Penney wing taking the place of Bakers and accessories shop Icing (a sister store to Claire?s aimed at older girls and young women) on the second floor in the same wing. Shoe and accessory store Clarks will also be opening near Pandora and the former location of the recently closed Disney Store.

The food court also has some new tenants, with vegetarian and Middle Eastern-inspired Crisp and Qdoba Mexican Grill.

Other retailers have relocated to new areas such as Yankee Candle, moving from their first-floor location in the Sears wing across the mall to a new 1,185-square-foot space on the second floor near Coach. Victoria?s Secret line Pink, which is geared toward college-age women, will soon have its own space on the second floor.

They have also regularly hosted special events in their Center Court (for example, kids can take pictures with the Easter Bunny through Saturday, March 30 at 8:30 pm). They also recently hosted a Be the Match Registry event to help find possible bone marrow donors for many in need.

Despite large setbacks, both commercial areas are continually recovering and most stores in both Newport Centre and Hudson Mall have now reopened. At a time when many other businesses and neighborhoods in the city and region are still rebuilding after Hurricane Sandy, the perseverance of business owners in both areas will likely serve as an inspiration and model for recovery.

Travel Horizons: travel insurance | four helpful tips

Our rep from Travelex visited the Brownell office earlier this week to do some training on travel insurance for newer travel consultants. I read the summary of her presentation and wanted to pass along these tips:
    1. Pre-existing waivers. Travelex provides a waiver of pre-existing conditions if you purchase their Travel Select policy or better. As long as you are fit to travel at the time of purchase, the underwriters can't go back more than 60 days on your medical history. You just have to purchase the policy within 21 days of putting down your first deposit.
    2. Zero-band policies?are very inexpensive. They include no trip cancellation insurance but provide medical insurance while you are away, including medical evacuation.
    3. Keep your receipts. If something happens while on your trip (a medical situation or a delay or interruption in your travels), keep the receipts of all out-of-pocket expenses. Only expenses with proof of purchase can be reimbursed.
    4. Your policy can be transferred to another trip within one year of the travel date (in the event you cancel the trip for which you initially purchased the policy).
Do you need travel insurance??We were told that 40% of of the time, on average, travelers file claims. Click here to learn more about Travelex travel insurance and get a quote.

Rest easy, Spain: Your money's safe in a mattress safe

With a debt crisis still stalking Europe, a Spanish entrepreneur has a new idea to protect your euros: a mattress with a safe inside.

Europeans have tossed and turned at night since the continent's sovereign debt crisis began three years ago. Right now it?s the Cypriots, surprised earlier this month by an announcement that some personal bank accounts could be taxed in order to raise the needed contribution for a bailout.

But Greeks, Irish, and Spaniards know the drill all too well themselves. Spanish bank deposits, for instance, dropped by 4.7 percent between June and July 2012, as faith in the country?s banking system plummeted.

In banks, it?s safe to say, many Europeans do not trust.

So what better way to slip soundly into sleep each night than knowing the precise status of one?s life savings? That?s the idea behind the simple and inventive Caja MiColch?n, or My Mattress Safe, a bed manufactured in northwestern Spain that is?outfitted with a safety deposit box.?

Francisco ?Paco? Santos worked in the mattress business for 14 years before losing his job in 2009. Unemployed, he tapped a dormant entrepreneurial spirit, designing this mattress that stands out from the rest.

My Mattress Safe was released by Mr. Santos' company Descanso Santos Sue?os (DESS) three weeks ago, in step with the Cyprus banking saga. It sells for about $1,120.?

Set to upbeat, jazzy music, one promotional video on the company?s website shows the ins and outs of production. The mattress is made with ?the best materials? and implanted at the foot of the bed is a digital-entry safety box (there's no mention of whether or not it?s fireproof).

In the video, Mr. Santos parodies a bank commercial, calling My Mattress Safe a ?financial institution? with a new, imaginative take on saving. Not to fear, he says ? this approach to savings doesn?t come with the threat of bankruptcy, mergers, or market fluctuations.

That could be a powerful selling point, with the safety of bank deposits high on the mind in Europe once again this month. According to The Christian Science Monitor, the European Union ?raised serious doubts about its promise to guarantee citizens? savings ? a vital pillar of any financial sector that underpins savers? trust ? when it went along with a plan to levy small Cypriot depositors.?

DESS hasn?t released sales figures, but the company said they?ve exceeded expectations. And despite the initial double take, there may be a larger audience for a Mattress Safe than one might expect.

In Argentina, for example, many keep their US dollars (a popular currency because of high rates of inflation) out of Argentine banks after ?harsh lessons? learned from past economic crises. The Monitor met one Argentine last summer who keeps his dollars in a safety deposit box.

?I know that the dollars in my box are actually there,? says Francisco, an IT worker in Buenos Aires.??If you have a bank account in dollars your money doesn?t exist ? it?s just virtual money."

The My Mattress Safe tagline feeds into this mentality: ?Your money, very close to you.?

For customers looking for assurance that their money isn't going anywhere with the Caja MiColch?n, there?s a calculator on the website where customers can work out their savings over time. Enter the deposit amount, the number of months of planned investment, and voila:?The same number of euros deposited in a My Mattress Safe is at the investor?s disposal a month, year, or decade later. (?What you deposit is what you have. So easy, so simple,? reads the website.)

"History repeats itself,? Santos told Spanish newspaper El Mundo.

?Older generations thought the safest place to keep their money was under the mattress. Now we?re proposing the same thing as we've seen people's uneasiness about the current situation. I'm not going to deny that the idea is a little crazy, but we believe that people with this mattress not only will sleep well, but also will be more relaxed because their savings are safe."

Study: Breast milk kills cancer cells

(NaturalNews) The health benefits of human breast milk are vast, and researchers from Sweden have uncovered the presence of yet another substance in breast milk with incredible cancer-fighting abilities. As reported in a study published in the journal PLoS One, the substance, known as "Human Alpha-lactalbumin Made LEthal to Tumor cells" (HAMLET), effectively kills cancer cells, which in turn helps provide lasting protection against tumor development in young children.

Back in the late 1980s, researchers from the U.S. Centers for Disease Control and Prevention (CDC) found that breast-fed children are far less likely than children fed formula and other unnatural foods to develop cancer. Now, it has become a little clearer why this is the case, as breast milk contains unique compounds like HAMLET that specifically target cancer cells while leaving healthy cells to grow and multiply as normal.

"Laboratory experiments have shown that HAMLET kills 40 different types of cancer, and the researchers are now going on to study its effects on skin cancer, tumors in the mucous membranes and brain tumors," explains Science Daily about the discovery. "HAMLET kills only cancer cells and does not affect healthy cells."

Scientists originally discovered HAMLET on accident while researching the antibacterial properties of human breast milk. Several years later, researchers from Lund University and the University of Gothenburg, both in Sweden, found that HAMLET contains a protein and a fatty acid that contribute to its cancer-fighting effects. And further followup research has revealed that the substance may actually form in the acidic environment of babies' stomachs, the natural byproduct of breast milk consumption.

"HAMLET is produced by combining alpha-lactalbumin in the milk and oleic acid which is found in babies' stomachs," explained Assistant Professor Roger Karlsson from the University of Gothenburg to the U.K.'s Telegraph about the findings. "So breast feeding has been linked to actually reducing the risk of cancer in babies. HAMLET also triggers some of the cell's apoptotic pathways -- apoptosis is programmed cell death."

But young children may not be the only people who can benefit from consuming breast milk. Human trials involving just the HAMLET component of breast milk have revealed that it can effectively treat male bladder cancer. Patients with bladder cancer who received injections of HAMLET experienced a reduction in cancer tumor size after just a few days of treatment.

"A pilot study of bladder cancer patients were injected with a HAMLET solution through a catheter," Prof. Karlsson is quoted as saying to the Telegraph. "The solution killed cancer cells and the size of the tumors actually reduced within five days."

Related studies conducted over the years have found that other natural compounds in breast milk help inhibit the growth and spread of cancer cells as well. A 1994 study published in the journal Cancer Research, for instance, found that the lactoferrin in breast milk inhibits the growth of tumors in mice. And another study published the same year in the journal Medical Hypothesis found that the fatty acids in breast milk also help deter cancer growth.

Additionally, reports have surfaced over the years of people actually using human breast milk to cure their own cancers. Several years ago, for instance, a man allegedly cured his own prostate cancer by drinking a little bit of breast milk every day. And in 2009, it was reported by ABC News that a U.K. man took daily doses of his own daughter's breast milk to help treat an allegedly terminal case of colon cancer that spread to his liver and lymph nodes.

Moscow urges criminal investigation into adopted boy's death ...

0?American adoptive parents of the 3-year-old boy must be brought to court over Maxim?s death,? Russia?s children's rights ombudsman Pavel Astakhov said.

0He voiced his indignation over the fact that the U.S. has not yet handed over all data concerning the investigation of the boy?s death to the Russian Investigative Committee, though some details were made available to the media.

0Maxim Kuzmin died in Texas on January 21, 2013. The recently published autopsy results say that the boy?s death was accidental, and the bruises found on his body had resulted from self-injury as Maxim was not mentally stable. ?

    0

0The autopsy report of a three-year-old Russian boy adopted by a Texan couple concludes that the child had more than 30 bruises on his body as well as other signs that he was routinely injured.

    0

0The medical document released to the Odessa American suggests that the foster family, who have also adopted the victim?s brother, were struggling to provide proper care for Maksim Shatto but examiners believe that the injuries were due to self-injury stemming from a serious mental condition.

0The medical examiner found abrasions, scrapes and bruises on the boy?s body.

0Max?s adoptive father has said that the boy was constantly hitting his head at home and had serious behavioural issues.

0The mother had previously told the authorities that Maksim used to claw himself, which she tried to prevent by cutting his nails short and having him wear gloves at night.

0The boy, born Maksim Kuzmin, died January 21 after his adoptive mother Laura Shatto found him unresponsive outside their home in Gardendale, Texas.

0Last week?US prosecutors said that no charges would be made in the case due to lack of evidence.

0Moscow has repeatedly blamed the adoptive couple for the death of the child based on abusive treatment. But the US authorities claim Maksim?s death was an accident.

0Russia, U.S. to hold consultations on destiny of adopted children soon - ministry

0Russia and the United States will soon hold consultations and will in particular discuss the destiny of two Russian children adopted to the U.S., Kirill Kuzmin and Yegor Shatabalov, Voice of Russia's Olga Denisova reports.

0"We plan to hold relevant consultations soon during which we will receive exhaustive information on the investigations on the deaths of Russian children. Then we [will discuss] the issue on the latest two cases related to Kirill Kuzmin and the re-adoption of Yegor Shatabalov," Russian Deputy Education and Science Minister, Igor Remorenko, said while speaking at a "governmental hour" in the Russian State Duma.

0Kirill Kuzmin's brother, Maxim Kuzmin, died in his adoptive family. Yegor Shatabalov, Kuzbass native, was adopted several years ago by a U.S. woman, who as it later transpired was in a same-sex marriage.
The Russian official said that several requests have been sent to the U.S. State Department. In these requests Russia raises the issue that in certain cases agreement on conditions in which Russian children live in U.S. adoptive families has been violated, Remorenko said.

0"In particular, we've stated that if conditions in which a child lives change, we are entitled to demand them to provide other living conditions, including the child's return to Russia," Remorenko said.

0?The Russian official said that regardless of the ban Russia introduced on U.S. citizens, the Russian-U.S. agreement on adoption remains in force until January 1, 2014. "This allows us to demand that the U.S. side fulfill the agreement on regulations related to control over living conditions and upbringing of adopted children," Remorenko said.

The quake, which hit at a depth of 15 kilometers (9 miles), swayed buildings in the capital of Taipei, and officials said sections of the high-speed rail were temporarily suspended from service for damage inspection.

Near the epicenter in Nantou County, a section of a ceiling fell from a government office, injuring one worker, officials said.

Nantou government official Chen Min-hui said tiles fell from a few school buildings and minor cracks appeared on walls, but all structures remained intact.

Nantou is a rural county about 250 kilometers (about 155 miles) south of Taipei. It is near the epicenter of a magnitude-7.6 earthquake that killed more than 2,300 people in 1999.

Earthquakes frequently rattle?Taiwan, but most are minor and cause little or no damage.

Court Struggles With Federal Right to Gay Marriage

Supreme Court justices seemed to struggle with the notion of extending marriage rights to same-sex couples as they grilled lawyers this morning in a potentially landmark case over California's ban on gay marriages.

As the politics change by the day, the court heard a case - Proposition 8 - that could drastically change how states and the federal government approach one of the touchiest social issues of the past decade.

The justices today challenged lawyers on both sides on common points of contention that arise whenever gay marriage is debated. http://abcn.ws/10M8Kuo (Good, Moran, de Vogue)

Boy are those politics changing. Rick Klein called it a "Senate Stampede." - http://abcn.ws/16VYT7W

5 Democratic Senators (Rob Portman is still the only sitting Republican) have come out for gay marriage in the past 48 hours or so.

Yesterday we told you about the conversions of retiring Sen. Jay Rockefeller, Virginia Sen. Mark Warner and recently re-elected Sen. Claire McCaskill. Today Alaska Sen. Mark Begich and Sen. Jon Tester joined the club. Tester even made the HRC logo his Facebook profile pic.

But not every Democrat wants to take the leap. The left-leaning Huffington Post has a banner headline "Shame on Dem" with pictures of the ten Democratic Senators who don't support gay marriage.

Their reactions range from continued opposition - Arkansas Democrat Mark Pryor - to maintaining it should be a state issue - North Dakotan Heidi Heitkamp.

    Other responses were more nuanced.

A spokesman for Sen. Bob Casey, the conservative Pennsylvania Democrat, told Sunlen Miller that Casey is closely following the debate and will review any legislation he sees.

A spokesperson for Sen. Tom Carper, the Delaware Democrat, said he is evolving.

"Sen. Carper was proud to support Delaware's efforts to enact Civil Union legislation and earlier this month he joined 211 of his Congressional colleagues in co-signing the Amicus brief that urges the Supreme Court to invalidate Section 3 of DOMA. He has also said that he would vote to repeal DOMA. He also opposed President Bush's attempt to enact a constitutional amendment to define marriage as between one man and one woman. Like many Americans including Presidents Obama and Clinton, Sen. Carper's views on this issue have evolved, and continue to evolve. He continues to give this issue a great deal of consideration."

Bookmark Ariane's "Standing" Explainer - Who knows what Supreme Court Justices will decide in June on same-sex marriage.

They could go in a lot of different directions - from recognizing a fundamental right to gay marriage to dismissing the Prop case because supporters of California's same sex marriage ban aren't the right people to be arguing the case. That'd be a way around the whole issue and could lead to gay marriages in California.

Ariane de Vogue was all over this potential back door before arguments got under way today - http://abcn.ws/16g0ELO

'DIG' It - Another note from Ariane on a potential way justices could rule - She reports: While most people are taking in the momentous occasion of the gay rights arguments, some lawyers and journalists who cover the court are wondering what Kennedy meant when he said :" I just wonder if this case was properly granted. "

The proper term for that is "dismissed as improvidently granted" or DIG.

He would need 4 other Justices to join him, and the opinion released would never explain exactly WHY the Justices dismissed.

If the Court doesn't reach the merits, we knew there was a possibility that the Court could rule the proponents don't have standing ?.but "dismiss as improvidently granted" wasn't really on the radar before today.

If they DIG, it is as if the court never granted cert and the 9 th circuit opinion (which was narrow) would hold.

Dale Carpenter of the University of Minnesota law school thinks that while Kennedy could have been referring to a DIG, "he might simply have been saying we should dismiss this on standing grounds. It's hard to know, he may not have even been sure how he is going to rule."

Functional ovarian tissue engineered in lab

Mar. 26, 2013 ? A proof-of-concept study suggests the possibility of engineering artificial ovaries in the lab to provide a more natural option for hormone replacement therapy for women. In Biomaterials, a team from Wake Forest Baptist Medical Center's Institute for Regenerative Medicine report that in the laboratory setting, engineered ovaries showed sustained release of the sex hormones estrogen and progesterone.

Although there are medications that can compensate for the loss of female sex hormone production, the drugs are often not recommended for long-term use due to the increased risk of heart disease and breast cancer.

"Our goal is to develop a tissue- or cell-based hormone therapy -- essentially an artificial ovary- to deliver sex hormones in a more natural manner than drugs," said Emmanuel C. Opara, Ph.D., professor of regenerative medicine and senior author. "A bioartificial ovary has the potential to secrete hormones in a natural way based on the body's needs, rather than the patient taking a specific dose of drugs each day."

Ovaries are the female reproductive organs that produce eggs that are fertilized for pregnancy as well as secrete hormones important to bone and cardiovascular health. The loss of ovarian function can be due to surgical removal, chemotherapy and radiation treatments for certain types of cancer, and menopause. The effects of hormone loss can range from hot flashes and vaginal dryness to infertility and increased risk of osteoporosis and heart disease.

"This research project is interesting because it offers hope to replace natural ovarian hormones in women with premature ovarian failure or in women going through menopause," Tamer Yalcinkaya, M.D., associate professor and section head of reproductive medicine at Wake Forest Baptist. "The graft format would bring certain advantages: it would eliminate pharmacokinetic variations of hormones when administered as drugs and would also allow body's feedback mechanisms to control the release of ovarian hormones."

The project to engineer a bioartificial ovary involves encapsulating ovarian cells inside a thin membrane that allows oxygen and nutrients to enter the capsule, but would prevent the patient from rejecting the cells. With this scenario, functional ovarian tissue from donors could be used to engineer bioartificial ovaries for women with non-functioning ovaries.

The Wake Forest Baptist team isolated the two types of endocrine cells found in ovaries (theca and granulosa) from 21-day-old rats. The cells were encapsulated inside materials that are compatible with the body. The scientists evaluated three different ways of arranging the cells inside the capsules.

The function of the capsules was then evaluated in the lab by exposing them to follicle-stimulating hormone and luteinizing hormone, two hormones that stimulate ovaries to produce sex hormones. The arrangement of cells that most closely mimicked the natural ovary (layers of cells in a 3-D shape) secreted levels of estrogen that were 10 times higher than other cell arrangements.

The capsules also secreted progesterone as well as inhibin and activin, two hormones that interact with the pituitary and hypothalamus and are important to the body's natural system to regulate the production of female sex hormones.

"Cells in the multilayer capsules were observed to function in similar fashion to the native ovaries," said Opara. "The secretion of inhibin and activin secretion suggests that these structures could potentially function as an artificial ovary by synchronizing with the body's innate control system."

Opara said the next step in the research, already underway, is to evaluate the function of the ovarian structures in animals.

Opara's co-researchers were Sivanandane Sittadjody, Ph.D, Sunyoung Joo, M.D., Ph.D., James J. Yoo, M.D., Ph.D., and Anthony Atala, M.D., all from Wake Forest Baptist, and Justin M. Saul, Ph.D., a former Wake Forest Baptist researcher now at Miami University.

The study was supported, in part, by the National Institutes of Health (award #R01DK080897).

Is that a wig, or a bug? Five strange sightings in the Peruvian Amazon

    Phil Torres / PeruNature.com

A spider created a "decoy" that looks like a much larger spider.

    By Douglas Main
    OurAmazingPlanet

Deep in the Peruvian Amazon lurk strange creatures and unique animals and sights, including spiders that make large spider-shaped decoys in their webs, unusually hairy caterpillars and atmospheric specters called solar halos.

These amazing finds were spotted by Jeff Cremer, marketing director for Rainforest Expeditions, an eco-tourism company that hosts guests in the?Peruvian Amazon?and organizes trips to the jungle, as well as?Phil Torres, a collaborating biologist.?

Here are five of the stunning sights Cremer and Torres have spotted:

    1. Spider-shaped decoys

As if spiders weren't frightening enough (to many, anyway), here's a spider that makes designs in its webs that look like spiders, but are much larger than the web-builders themselves. The animal is almost certainly a new species, Torres said in a release from Rainforest Expeditions. It's thought that the spider-shaped design is a defense mechanism that is meant to distract or confuse predators, wrote Torres, who originally spotted the spiders.?

"Because of the spider's behavior and appearance, I thought that it might be a new species," Torres said in the statement. "After contacting spider experts, we think it is likely in the genus?Cyclosa, which is known for piling debris in its web for defense against predators but has never been recorded to do it in such a defined pattern as this particular discovery."

    Jeff Cremer / Rainforest Expeditions

Macaws and other birds gather at a "clay lick," which contains minerals not found elsewhere in the area.

    2. Macaw clay lick

In the middle of the jungle is an exposed hillside with a special type of sodium-rich clay, upon which nine species of parakeets, parrots and macaws feed, according to Cremer. The trace minerals in the clay cannot be obtained anywhere else in the area or from their usual food sources, so the birds flock there in large numbers to ingest small amounts of clay, he said.

The cocoon of a urodid moth hangs like a basket.

    3. Basket cocoon

Inside the delicate mesh of a basketlike web, a young urodid moth larva waits to grow to maturity.

"This cocoon is unlike any other I've come across,"?Torres writes on the blog TheRevScience. "I couldn't find a lot of literature on these guys, but my best guess is the almost 1-foot-long (30-centimeter) silk string it hangs from and the detailed lattice structure would do well to protect against ants while minimizing investment in an all-encompassing cocoon as many moths have."

    Phil Torres / PeruNature.com

The larval form of a flannel moth, also known as a puss caterpillar, looks like a yellow toupee.

    4. Bizarre puss caterpillar

This strange-looking chap is a larval form of a flannel moth, also known as a puss caterpillar. But don't be fooled by their soft-looking hair: Many flannel moth species' spiny hairs are poisonous. The insect also resembles the toupee of a rather famous financier. "We found Donald Trump's wig in the Peruvian Amazon," Cremer joked.

    Phil Torres / PeruNature.com

These amazing solar halos were spotted above the Tambopata River in Peru.

    5. Solar Halos

These amazing?solar halos?were spotted above the Tambopata River, and this may be the most spectacular photo of the phenomenon ever photographed, Cremer said. These halos are caused by refraction and reflection of the sun's rays by ice crystals high in the atmosphere, in cirrus clouds.

Rare giraffe born at Connecticut refuge. It's a girl, and she needs a name

Rare giraffe born Friday at the LEO Zoological Conservation Center in Connecticut, which breeds at-risk species, is doing fine. She's a Rothschild giraffe, native to East Africa. Only 670 are left in the wild.

    By Allison Terry,?Correspondent / March 25, 2013

A giraffe baby looks around in his new enclosure during the first contact with the herd of Rothschild giraffes in the Leipzig zoo, central Germany, in March 2012. On Friday, a Connecticut conservation center announced the birth of its first calf of its endangered Rothschild giraffes.

In a video from the LEO Zoological Conservation Center, the calf stands up for the first time.

The mother and baby giraffes have bonded ?extremely well,? according to the center staff. Within 30 minutes of the birth, the calf was standing and nursing while the mother cleaned her with her 18-inch tongue.

?It's really astonishing how a huge animal like that ... how delicately and in such a nurturing way she approaches caring for her calf,? Marcelle Leone, founder and director of the center, told the Greenwich Time. "She's a great mom," Ms. Leone added.

Leone said the newborn calf is already curious and approaching humans. She joins the center?s five other giraffes, including two pregnant ones.

The LEO Zoological Conservation Center (LEOZCC) is a 100-acre refuge that focuses on breeding at-risk species. The center houses the animals at off-site breeding centers providing large, natural habitats and an environment for the animals in which humans are not all around them. Other species that have had new births at the center include a kangaroo, an aardvark, and a white-faced Saki monkey.

The giraffe birth is a milestone for the center, which is home to the only giraffes in Connecticut.

?This is serving our mission,? Leone said. ?What we're doing is working. Being an off-exhibit facility, it means so much for the animals to live that low-impact life.?

Native to East Africa, the Rothschild giraffe is classified as endangered on the International Union for Conservation of Nature?Red List ? fewer than 670 are left in the wild. They are now extinct in the Sudan, but can still be found in western Kenya and eastern Uganda. They are named after Lord Walter Rothschild, a British zoologist, who encountered them on an expedition to East Africa in the early 1900s.

After the average gestation period of 15 months, mother giraffes give birth while standing in order to guard against predators, which means baby giraffes drop six feet to the ground when born. More than half of calves born in the wild fall prey to predators.

Rothschild giraffes are distinguished from other giraffe subspecies by their coloring and patch marks, which are less jagged than Masaii giraffes. They have light, cream-colored background and no markings below their knees, according to the Rothschild Research Project based in Kenya. No two giraffes have the same pattern on their coats ? their markings can be used to identify them, like fingerprints for humans.

The newborn giraffe will nurse for nine months, and there are currently no plans to send her to another facility.

?The offspring will definitely be with us for the first year, if not indefinitely,? Leone told the Greenwich Time.

The LEO Zoological Conservation Center is asking people to help name the new giraffe, which now stands 6 feet tall. The average height for females is 16 to 18 feet, and for males 17 to 20 feet. Their weight ranges from 1,800 to 2,600 pounds.
