Trends in Cataloging and Resource Description (University of Wisconsin-Madison)
Resource Description and Access (RDA), the new content standard for library cataloging, the replacement for Anglo-American Cataloging Rules, was released in 2010, but RDA has not been fully implemented by the Library Congress, and is only very slowly being adopted in other US libraries. Meanwhile, in May 2011, the Library of Congress announced its Bibliographic Framework Initiative (BIBFRAME), in part to find a replacement for the MARC format ? although BIBFRAME is much more than simply a new format ? it is a new foundation for bibliographic description, designed for our networked, digital age. This webinar will take a look at what is happening in resource description, building on the BIBFRAME report, ?Bibliographic Framework as a Web of Data: Linked Data Model and Supporting Services?, released by Library of Congress and Zepheira, in November 2012.

We think that on the humanitarian aid level, Canada?s generosity towards the Syrian people needs to be stepped up to a level similar to what it has been, bravely, demonstrated in all previous humanitarian crises anywhere in the world. ? Moreover, Mr. AlAzem stated facts about Canada?s contribution;? Canada has made a commitment to pledge 4% of the world humanitarian aid; however, in 2012 it accounted only for 2.2% towards Syria. We would like to ask the Canadian government to double its humanitarian aid to $100 million, in accordance with Canada?s traditional levels of humanitarian giving.?
Mr. AlAzem stresses the importance that humanitarian aids to Syria end up in a reliable organization, to ensure fair distribution to people in dire needs; ?Currently, Canada?s humanitarian aid to Syria is being funneled reliable partners, only through UN and Red Cross agencies. LG has announced the LG WCP-300 world?s smallest wireless charger at MWC. It is only 6.9cm in diameter and company claims it is designed with portability in mind.
It uses a standard 5-pin micro USB charger to bring juice to the wireless pad. LG is calling the wireless charger the WCP-300 and it is compatible with the Nexus 4. The pad has also been Qi certified by the Wireless Power Consortium, which means that it will work properly.

Senate confirms Hagel for defense secretary

WASHINGTON (AP) ? A deeply divided Senate voted on Tuesday to confirm Republican Chuck Hagel to be the nation's next defense secretary, handing President Barack Obama's pick the top Pentagon job just days before billions of dollars in automatic, across-the-board budget cuts hit the military.
The vote was 58-41, with four Republicans joining the Democrats in backing the contentious choice. Hagel's only GOP support came from former colleagues Thad Cochran of Mississippi, Dick Shelby of Alabama and Mike Johanns of Nebraska ? all three had announced their support earlier ? and Rand Paul of Kentucky.
The vote came just hours after Republicans dropped their unprecedented delay of a Pentagon choice and allowed the nomination to move forward on a 71-27 vote.
Hagel, 66, a former two-term Nebraska senator and twice-wounded Vietnam combat veteran, succeeds Defense Secretary Leon Panetta. Hagel is expected to be sworn in at the Pentagon on Wednesday.
Obama welcomed the bipartisan Senate vote, although 41 Republicans opposed his nominee, and said in a statement that "we will have the defense secretary our nation needs and the leader our troops deserve."
The looked past the divisions and said he was grateful to Hagel "for reminding us that when it comes to our national defense, we are not Democrats or Republicans, we are Americans, and our greatest responsibility is the security of the American people."
Republicans had opposed their onetime colleague, casting him as unqualified for the job, hostile toward Israel and soft on Iran. The objections remained strong well after the vote.
"I continue to have serious questions about whether Chuck Hagel is up to the job of being our secretary of defense," Sen. Lindsey Graham, R-S.C., said in a statement. "I hope, for the sake of our own national security, he exceeds expectations."
Hagel joins Obama's retooled second-term, national security team of Secretary of State John Kerry and CIA Director-designate John Brennan at a time of uncertainty for a military emerging from two wars and fighting worldwide terrorism with smaller, deficit-driven budgets.
Among his daunting challenges are deciding on troop levels in Afghanistan as the United States winds down its combat presence and dealing with $46 billion in budget cuts set to kick in on Friday. He also will have to work with lawmakers who spent weeks vilifying him.
Republicans insisted that Hagel was battered and bloodied after their repeated attacks during the protracted political fight.
"He will take office with the weakest support of any defense secretary in modern history, which will make him less effective on his job," said Sen. John Cornyn of Texas, the Senate GOP's No. 2 Republican.
Not so, said Democratic Sen. Jack Reed, who pointed out that Hagel now has the title and the fight is history.
"All have to work together for the interest of the country," said Reed, D-R.I.
The vote ended one of the most bitter fights over a Cabinet choice and former senator since 1989 when the Democratic-led Senate defeated newly elected President George H.W. Bush's nomination of Republican John Tower to be defense secretary.
In the course of the rancorous, seven-week nomination fight, Republicans, led by freshman Sen. Ted Cruz of Texas and Sen. Jim Inhofe of Oklahoma, insinuated that Hagel has a cozy relationship with Iran and received payments for speeches from extreme or radical groups. Those comments drew a rebuke from Democrats and some Republicans.
Sen. Carl Levin, D-Mich., the chairman of the Armed Services Committee, dismissed the "unfair innuendoes" against Hagel and called him an "outstanding American patriot" whose background as an enlisted soldier would send a positive message to the nation's servicemen and women.
Sen. Claire McCaskill, D-Mo., questioned how the confirmation process devolved into a character assassination in which Hagel was accused of "having secret ties with our enemies."
"I sincerely hope that the practice of challenging nominations with innuendo and inference, rather than facts and figures, was an aberration and not a roadmap," she said in a statement after the vote.
Obama got no points with the GOP for tapping the former two-term Republican senator. GOP lawmakers excoriated Hagel and cast him as a radical far out of the mainstream.
Sen. John McCain, R-Ariz., clashed with his onetime friend over his opposition to President George W. Bush's decision to send an extra 30,000 troops to Iraq in 2007 at a point when the war seemed in danger of being lost. Hagel, who voted to authorize military force in Iraq, later opposed the conflict, comparing it to Vietnam and arguing that it shifted the focus from Afghanistan.
McCain said several GOP lawmakers also had "a lot of ill will" toward the moderate Republican for his criticism of Bush and his backing for Democratic candidates.
Shortly after a White House meeting with Obama on immigration on Tuesday, McCain voted against his onetime friend and fellow Vietnam veteran.
Republicans also challenged Hagel about a May 2012 study that he co-authored for the advocacy group Global Zero, which called for an 80 percent reduction of U.S. nuclear weapons and the eventual elimination of all the world's nuclear arms.
In an echo of the 2012 presidential campaign, Hagel faced an onslaught of criticism by well-funded, Republican-leaning outside groups that labeled the former senator "anti-Israel" and pressured senators to oppose the nomination. The groups ran television and print ads criticizing Hagel.
Opponents were particularly incensed by Hagel's use of the term "Jewish lobby" to refer to pro-Israel groups. He apologized, saying he should have used another term and should not have said those groups have intimidated members of the Senate into favoring actions contrary to U.S. interests.
The nominee spent weeks reaching out to members of the Senate, meeting individually with lawmakers to address their concerns and seeking to reassure them about his policies.
Hagel's inconsistent performance during some eight hours of testimony during his confirmation hearing last month undercut his cause.
On Feb. 12, the Armed Services Committee approved the nomination on a party-line vote of 14-11. Two days later, a Democratic move to vote on the nomination fell a few votes short as Republicans insisted they needed more time to consider the pick.
Hagel's nomination also became entangled in Republican demands for more information about the deadly assault on the U.S. diplomatic mission in Benghazi, Libya, last September. Ambassador Chris Stevens and three other Americans were killed in that attack.
Republicans allowed the nomination to move forward, with 18 Republicans joining the Democrats. Many had warned against the precedent of denying a president his Cabinet choices.
Paul's vote for Hagel came as something of a surprise. Moira Bagley, a spokeswoman for the senator, said that while he disagrees with Hagel on a number of issues, Paul believes a president should have some leeway in his political appointments.
Missing the vote was Democratic Sen. Frank Lautenberg of New Jersey.

Central figure in Spain graft scandal appears in court
MADRID (Reuters) - The former treasurer of Spain's ruling party, at the heart of a corruption scandal that has politically damaged Prime Minister Mariano Rajoy, appeared in court for questioning on Monday about millions of euros he deposited in Swiss accounts.
Luis Barcenas is accused of using his position to take bribes, evade taxes by hiding the proceeds in Switzerland and launder money through shell companies, charges that carry prison sentences of up to six years and fines.
The long-running High Court investigation of Barcenas and a graft case involving the son-in-law of Spain's king have enraged Spaniards at a time when deep recession has pushed unemployment to 26 percent and the government has slashed public spending.
In a ruling released after the three-hour hearing, held behind closed doors, Ruz decided to put Barcenas on probation but took steps to restrict his movements because he considered there was "a serious risk" he could fly away from the country to avoid a condemnation.
Ruz banned Barcenas from leaving Spain, seized his passport and imposed on him an obligation to appear before the court twice a month.
Barcenas, 55, an avid mountaineer who once scaled Everest, went skiing in Canada two weeks ago, according to media reports. Some of these reports said the police suspected he also used the ski trip to move funds he holds there.
Barcenas's lawyer declined to comment on those reports.
The judge also confirmed he was seeking additional information on accounts and companies related to Barcenas in Switzerland, Argentina and the United States.
In Spain's legal system, lengthy pre-trial investigations are carried out by examining magistrates such as Ruz. A trial could still be months or years away for Barcenas.
TROUBLE AT THE TOP
Barcenas left the centre-right People's Party (PP) in 2009 after he was charged with taking money from companies that overcharged PP mayors to put on events, such as campaign rallies, then shared the extra profit with the politicians.
Public interest in the case had largely disappeared until January, when Ruz's probe revealed that Barcenas had Swiss bank accounts once worth as much as 22 million euros ($30 million).
The High Court judge also found that Barcenas applied last year for a tax amnesty, instigated by Rajoy to try to boost revenue, to bring millions of euros in off-shore investments back to Spain.
Then, El Pais newspaper published extracts from what it said were secret PP account books that Barcenas kept for almost 20 years, showing cash donations from construction magnates that were distributed to Rajoy and other party leaders.
Barcenas has denied any wrongdoing and says the purported ledgers are forgeries.
However, a police report that is part of Ruz's evidence and that was seen by Reuters, showed that in December Barcenas made a notarized statement saying he had records of years of donations made to the party as well as who got the proceeds.
Barcenas says the money in the Swiss accounts is from legitimate business activities, but Ruz's investigation has cast doubt on that defense, according to court documents which have been seen by Reuters.
Rajoy has denied any wrongdoing, either personal or by the party. He has pledged an external audit of PP accounts and put years of his own personal tax declarations on the official website of the office of the prime minister.
SOURED PUBLIC MOOD
The Barcenas scandal has soured a public mood already bitter over joblessness, cuts to education, health spending and public sector wages, and the 40 billion euros in public funds spent on rescuing failed banks and grim joblessness.
Tens of thousands of homeowners have defaulted on their mortgages and been evicted from their homes.
A small group of protesters joined dozens of reporters in front of the court building in central Madrid after Barcenas entered for the closed-door hearing.
"They are lying to us, and worse than that, scorning us... Enough is enough, we need some accountability," said Ana, 59, a civil servant from Madrid who declined to give her last name.
The fact that Barcenas continued to receive monthly installments on his severance package from the PP years after being charged with crimes related to party duties has embarrassed Rajoy and fuelled speculation that the former party treasurer holds incriminating information about party leaders.
"The party has nothing to fear," PP Secretary General Maria Dolores de Cospedal said at a news conference on Monday when asked whether Barcenas was blackmailing the party.
Opinion polls show declining support for Spain's two main parties, the PP and the Socialists, who have had their own corruption scandals, with more and more people turning to smaller parties, signaling greater political fragmentation to come.
Rajoy has resisted calls to step down himself as well as calls to dismiss Health Minister Ana Mato, whose ex-husband has been accused of taking hundreds of thousands of euros in bribes from the same group of companies that Barcenas was involved with.
The PP has an absolute majority in Congress and, as long as the party leadership sticks together, the prime minister is expected to survive politically.

Sony bills its new Xperia Tablet Z as the world?s thinnest tablet. And it?s beautiful. You can even get it wet. Unveiled at Mobile World Congress 2013, the Xperia Tablet Z is a slate you can use with confidence in the kitchen or by the pool. Those aren?t the only things Sony?s new device has going for it: A new SideView app lets you see what?s on TV and change the channel with a tap. Add in a full HD display with a wider color spectrum than the iPad and you have one of the more compelling Android tablets of the year.

For the Xperia Tablet Z, Sony ditched the fold design it used on its previous two Android tablets, the Sony Tablet S and the Sony Xperia Tablet S. That?s probably a good thing, for although we liked the distinctive shape of the latter, thin is in. The Tablet Z measures just 0.26 inches thick, making it the ?world?s thinnest 10-inch tablet,? according to Sony. Considering the Toshiba Excite 10 LE was 0.3 inches thick, we?re splitting hairs here, but the design is still remarkably svelte.
The Xperia Tablet Z weighs 1.09 pounds, making it lighter than competing devices such as the iPad (1.4 pounds) and the Excite 10 LE (1.13 pounds).

According to Sony, the full HD (1920 x 1080) display on the Xperia Tablet Z has 20 percent great color gamut than the iPad, made possible by its Bravia engine. The 10.1-inch display has an aspect ratio of 16:10. During our hands-on time, images looked lush and vivid?even underwater.
Yes, the Tablet Z is IP57 water resistant, which means it can survive up to 30 minutes in 6 inches of water. We wouldn?t go swimming with it, but wouldn?t worry if someone accidentally spilled their Poland Spring bottle on the device, either. The screen can also be used even when covered with water, so you could use it in the shower, if you want.
Like the Xperia Tablet S, the Tablet Z has a built-in IR blaster. Used in conjunction with the Sony SideView app, which displays what programs are currently on TV, you can change to a desired show by merely flicking that program?s icon towards the top of the display. It?s a pretty neat feature, and one that Sony hopes will make its tablet more of a living-room staple.
The Tablet Z also has built-in NFC, as well as Sony?s One Touch technology. This lets you wirelessly connect to another NFC-enabled device, such as a speaker, merely by tapping it with the tablet. The onboard sound isn?t too shabby, either. Four speakers around the sides and back of the Tablet Z help ensure that sound doesn?t become muffled when the device is held or in someone?s lap.

Inside the Tablet Z is a quad-core Snapdragon S4 processor. A battery stamina mode shuts down processes when the screen is off?but you can whitelist apps to remain on?so the tablet will have more than 4 times the standby time as the previous version. Sony estimates that the Tablet Z will last for about 8 hours while browsing the Web via Wi-Fi.
When it goes on sale in May, Sony will offer two versions of the Xperia Tablet Z: A 16GB model will cost $499, and a 32GB version will cost $599. The tablet will be available in white or black. Overall, the Xperia Tablet Z looks is a gorgeous and highly versatile tablet that?s tailor-made for TV fans.

THE RESET: Obama counts down to gov't budget cuts
Four days and counting. But who's counting? President Barack Obama for one.
That's how long before government-wide budget cuts begin to hit home that will slash spending by roughly $85 billion over the next seven months.
And more are on the way if Congress and the president can't figure out how to replace Friday's indiscriminate autopilot cuts ? called a "sequester" in government jargon ? with more targeted measures.
Obama told the nation's governors on Monday, "Unfortunately, in just four days Congress is poised to allow serious and arbitrary automatic budget cuts to kick in that will slow our economy, eliminate good jobs and leave a lot of folks who are already pretty thinly stretched scrambling to figure out what to do."
The two parties remain far apart. Obama insists on both spending cuts and higher tax revenue through trimming deductions and loopholes used mostly by the wealthy. Republicans see that as a tax increase and are balking.
So Democrats and Republicans are hurling accusations at each other as Congress returns from a nine-day recess and members begin to focus on the next manufactured fiscal deadline ? March 27, by which time lawmakers must pass legislation to keep the entire government operating.
Obama is painting as gloomy a picture as possible of the impending cuts, even though they represent a relatively small percentage of the government's $3.5 trillion budget.
Over the weekend, the White House put out lists of how the cuts would affect individual states.
Everybody hates the sequester ? former Federal Reserve Vice Chairman Alan Blinder jokes "that's Latin for 'cutting federal spending stupidly'" ? but nobody's yet figured how to make it go away.
And, actually, the cuts ? together with other deficit-reducing steps by Obama and Congress over the past year and a slowly recovering economy ? are contributing to an improvement in the government's budget picture.
For the first time in four years, the budget deficit is on course to sink below $1 trillion.

Caterpillar CAT B15 smartphone offers a taste of rugged Jelly Bean
We've seen our fair share of rugged smartphones, but there's a certain amount of attention due when a heavy equipment builder like Caterpillar gets involved. Its newest smartphone, the CAT B15, undoubtedly has the survivability you'd expect from a company that makes bulldozers: the aluminum-and-rubber shell can survive 5.9-foot drops on to hard concrete, stay immersed in 3.3 feet of water for half an hour and keep working in temperatures between -4F to 122F. Just don't expect top-flight performance elsewhere. While we're big fans of the CAT B15 shipping with Jelly Bean, its 4-inch WVGA screen, dual-core 1GHz Cortex-A9 chip, 512MB of RAM and 5-megapixel camera won't have many of us giving up our faster, more fragile devices. The phone's £299 and €329 European prices (about $437) could still lead to the more accident-prone among us picking up a CAT B15 when it ships in March.

Ghana Amputee Football Federation dissolved
The Association of Sports for the Disabled (ASDG) has dissolved the Ghana Amputee Football Federation, barely a month after asking federation head, Mr. Adjetey Sowah to step aside for investigations into corruption allegations brought up against him.
A Section of Players of the National Amputee Soccer Team, the Black Challenge, in November last year levelled corruption charges against Mr Sowah insisting their boss had not rendered proper accounts on sponsorship funds received from various organisations.
The aggrieved group further claimed he was running the Association as his own business.
After a crisis meeting held at the Accra Sports Stadium presided over by the President of the (ASDG), Bishop Adja Coffie in January this year, Francis Adjetey sowah was asked to step aside for proper investigations into the allegations.
Speaking to JOY Sports, Adja cofie confirmed his outfit (ASDG)would now oversee the work of the Ghana Amputee Football Federation as well as all other disable sports in the country.
"Henceforth, there wouldn't be any specific officer to oversee the Amputee football Association, even if there is, he would work under the auspices of the main disable sports body (ASDG )which encapsulates all disable sports.
The problem we had in the past was because the Amputee Federation became somewhat of a separate entity away from its mother body, and its oversight was a huge challenge, so we now want to correct the oversight responsibility issue by dealing with fragments of any nature" he said.
Meanwhile findings of the ongoing investigations are yet to be ascertained although former head , Francis Adjetey Sowah has overly indicated his desire to face any panel of investigators to prove his innocence .

Samsung HomeSync Android TV box packs 1TB HDD, dual-core CPU
A mobile-focused show like MWC 2013 seems like an odd place to show off a TV-connected box, but that's how Samsung has chosen to introduce its new HomeSync device. Powered by a 1.7GHz dual-core CPU and running Android Jelly Bean, it's a media hub that the press release claims will let you view all your videos, photos and apps at full 1080p resolution, with streaming from local Galaxy devices. Additional specs include 1GB of RAM, 8GB Flash memory, a 1TB HDD, Bluetooth 4.0, 802.11n 2.4 & 5GHz, Gigabit Ethernet, plus optical audio and HDMI 1.4 outputs. It even supports up to eight individual password-protected and encrypted user accounts, with each able to individually sync content from other devices and share it with the other accounts. There's no mention of Google TV, but it has access to the Play store to get apps on its own, while also allowing remote control from a phone. Also unspecified is pricing or any support for specific streaming protocols like Miracast or WiDi, although it's supposed to launch in "select countries" starting in April.

Washington Redskins Promote Mike McDaniel to WR Coach
The Washington Redskins have promoted from within as the team announced?on their website?this afternoon that current offensive assistant Mike McDaniel the new wide receivers coach. McDaniel joined the organization in 2011 and has a history with offensive coordinator Kyle Shanahan.
The 29-year-old McDaniel was a member of the Yale Bulldogs receiving corps while in college from 2001-04, however a search for statistics as a player produced no results. ?After college, he was a coaching intern with the Denver Broncos while current Redskins coach Mike Shanahan was with the club.
He joined the Houston Texans in 2006 as an offensive assistant coach, again forging a relationship with a current member of the Redskins organization as current Redskins offensive coordinator Kyle Shanahan was moving up the coaching ranks with the Texans.
A mentor-protege relationship may have developed between Kyle Shanahan and McDaniel as Shanahan moved from wide receiver coach in 2006 to quarterback coach to offensive coordinator with the Texans in a three-year span.
McDaniel remained with the younger Shanahan for three years as an assistant and left to join the California Redwoods of the United Football League (UFL) as the running backs coach. ?He remained with the team in a coaching capacity before teaming up with the Shanahan's and the Redskins in 2011.
Head coach Mike Shanahan released a statement Saturday on the team's website, Redskins.com, stating,?"Mike has a proven track record from his time in Houston and his time here in Washington," Executive Vice President/Head Coach Mike Shanahan said. "I look forward to having him lead our receivers."
McDaniel inherits a receiving corps featuring four receivers who each accounted for more than 500-plus receiving yards in the 2012 season.

>> well, i think the president is in a good position because he tried and i think the vice president is in a good position because he's out there making the case. and you have to wonder as you look at 20916 and what the field looks like, let's assume for a second hillary doesn't run. you have two governors who are moving andrew cuomo and martin o'malley of maryland, both very progressive, and i think joe biden is trying to check them on gun control , but demonstrate to democratic primary voters for 2016 and we know he's going to run because he's already indicated he wants to run, that he's somebody who can go into pennsylvania, who can go into ohio, who can go into some of these communities where democrats, northeastern liberal democrats , have a tough time winning a general election . he can speak to those people, he can get their votes, he can earn their trust, and democrats can win in 2016 with joe biden . i think it's a really, really smart play for the administration all the way around. and by the way, you know, the other thing here is from the president's perspective, you put biden out there and if it doesn't go well and he doesn't get everything he wants, then the president snd quite as personally and politically invested as he might otherwise be because he's got a lot of different things he's got to do, a lot of balls in the air. this is really important to the administration but it's something that biden can do very effectively for the pres and it can do everyone at the administration a world of good.

>> i don't think it will -- i think hillary clinton gets to make a decision and then the field gets to react to that decision. i think what it does do though, chris, and let's assume for a second if she runs, she's the prohibitive front-runner. vice president biden may still run but it's a different race. if she does not run, that's where this kind of activity does the vice president so much good because what he's trying to do is he's trying to make all the oxygen out of the room. he's trying to basically suffocate those who might run against him, which includes those two governors that i mentioned and also probably some other members of the senate who are looking at it. what joe biden does not want is a multicandidate field in 2016 . he wants to have a clear shot, get the nomination, probably put a great big super pac together, of course, completely within the rules, and get started on the general election as soon as possible. what he doesn't want is to go through what mitt romney went through this last year and come through a long primary process weakened, drained, and financially hurting.
